Dear Leanne,
Once again we write to inform you of errors in the advertising of the Development Application for the proposed Gorge Hotel.
We cannot believe that in spite of our previous correspondences on this topic and our telephone call that still, the application has not been correctly advertised.
Council’s Public Notice section on its official website cannot be, as you say in your email below, “an additional public service and not required by legislation”. This Public Notice site is what is displayed on the public computer terminals in the Customer Service Centre and that exhibition in that place is what is certainly required by the legislation. The website is an integral component of the advertising process, and all elements must encompass consistent information.
In any event, the newspaper advertisement published in the Examiner directs enquirers to view the plans and documents on that same website.
Saturday 18 May 2019, you again re-advertised DA0127/2019 in The Examiner Newspaper advertising that written representations are to be received by you by 5pm on Monday 3 June 2019.
On Monday 20 May 2019, I attended the Customer Service Centre and viewed the Application on the public computer terminal noting that curiously, the Public Notice there stated that written representations are to be received by you by 5pm on 27/05/2019.
I recorded what was on the screen with a photograph and will happily provide this to you as evidence.
I checked the site notices, which said that the closing date was 5pm on Monday 3 June 2019.
I re-checked the website on 27/05/2019 and noted that the closing date was still advertised as 5pm on 27/05/2019.
Today I checked the website and discovered it had been changed over night, and the closing was advertised as 5pm on 31/05/2019.
Today I again attended the Customer Service to discover the public terminals were not operating and that nothing was exhibited there as required by the legislation.
I enquired of the Service Centre Staff who acknowledged the terminals were not working and that Council’s technicians were working on restoring the service but that a time/day for when they would be again operating was not known.
The staff looked up the PublicNotices website and read out the closing date as being Monday 3 June 2019. I informed this staff member that yesterday the date was different, that early this morning it was changed to another date and that it was now (according to her terminal) yet another date. 
We find this situation extraordinary, and note that when we now again access the website from outside the Town Hall (12 noon), it says the closing date is (incorrectly) 31/05/2019.
Accordingly, we request that this Development Application be AGAIN re-advertised, hoping that on the fourth attempt, all advertisements will be consistent and correct.
Please confirm that re-advertising this will occur.

Thank you for bringing this oversight to our attention.  We have reviewed the positioning of the site notices and identified that an updated notice was not properly affixed to one of the addresses associated with this Development Application.  For that reason we will be again re-advertising the DA on Saturday 18 May and will be notifying the applicant, adjoining property owners and previous representors accordingly.  All redundant site notices will be removed and new ones erected with the updated details and in the correct locations.

With regard to the provision of information online, this is an additional customer service and not required by legislation.  The field size for the property address limits us to identifying the primary address only on the webpage to which you refer.  Given that the description outlines what the development proposal is for - a hotel - I do not believe that anyone receiving the planning alerts would be disadvantaged.  It is unfortunate that some large, complex development applications are supported with large files which can be time consuming to download.  Again, this is a customer service we provide that is not required by legislation and plans can be viewed in the Customer Service Centre during business hours throughout the advertising period.
